  • A BSc or B Tech degree in Civil Engineering
  • A registered eligible for professional registration
with the Engineering Council of South Africa (ECSA)
  • Minimum (5) years appropriate post-qualification technical
and managerial experience in the construction sector dealing with tender documentation compilation, sourcing of suppliers, contract monitoring and managing staff
  • Excellent analytical abilities, attention to detail, communication
and report writing skills
  • Knowledge and exposure to Local Government operations
and service delivery obligations advantageous
  • Computer Literacy with high proficiency in Microsoft Office
  • Willingness to work after hours, including weekends
  • Must be contactable on a cell phone 24/7
  • Prepared to work in different geographic locations
  • A valid drivers license
Key Performance Areas
  • Manage team of professionals at head office
  • Provide input for the compilation of various construction,
goods, services and Professional Services Provider (PSP) tenders
  • Represent the department at Bid Specification, Evaluation
and Bid Adjudication Committees
  • Manage the implementation of maintenance and
rehabilitation programmes in line with approved budget allocations and prioritization
  • Provide input into Tender Tactical Model and Strategy
  • Development and management of services and
operational contracts as well as service agreements
  • Liaise with Depots, contractors and professionals to
ensure compliance with maintenance programmes and technical standards
  • Managing external service providers such as construction
contractors and other
